تنفيذاً لتوجيهات محافظ صلاح الدين السيد هيثم الزهوان، رعى النائب الفني للمحافظ المهندس مفيد البلداوي احتفالية معهد الفنون الجميلة الصباحي في قضاء بلد، بمناسبة إقامة مهرجانه السنوي الثالث عشر (دفعة أسود الرافدين) للعام الدراسي 2025–2026.

وشهدت الفعالية حضور النائب محمد البلداوي، إلى جانب عدد من الشخصيات التربوية والتدريسية، وأولياء أمور الطلبة، وجمع من طلبة المعهد.

وتضمن المهرجان افتتاح معرض الفن التشكيلي الخاص بأعمال الطلبة، فضلاً عن تقديم فقرات فنية وثقافية متنوعة عكست إبداعاتهم ومواهبهم المختلفة، بحضور قائممقام قضاء بلد الحقوقي حيدر إسماعيل البلداوي، ومدير المنطقة الأمنية الثانية العقيد الحقوقي مرتضى صادق البلداوي، وعدد من شيوخ ووجهاء القضاء.
